God knows all, stands outside of time, and knew we needed a savior. God is not willing that any should perish, but he gave man a choice. Go look at the Garden of Eden if you want to see that. The point is that we are all predestined to be saved, but our choices need to confirm that. But do not let anyone lie to you concerning this. This is not a have or have not thing. This is not a privilege thing. This is a choice thing. You choose where you will spend eternity.
Ephesians 1:4-5 (NKJV) just as He chose us in Him before the foundation of the world, that we should be holy and without blame before Him in love, having predestined us to adoption as sons by Jesus Christ to Himself, according to the good pleasure of His will,
2 Peter 3:8-10 (NKJV) But, beloved, do not forget this one thing, that with the Lord one day is as a thousand years, and a thousand years as one day. The Lord is not slack concerning His promise, as some count slackness, but is longsuffering toward us, not willing that any should perish but that all should come to repentance. But the day of the Lord will come as a thief in the night, in which the heavens will pass away with a great noise, and the elements will melt with fervent heat; both the earth and the works that are in it will be burned up.
Romans 8:28-31 (ESV) And we know that for those who love God all things work together for good, for those who are called according to his purpose. For those whom he foreknew he also predestined to be conformed to the image of his Son, in order that he might be the firstborn among many brothers. And those whom he predestined he also called, and those whom he called he also justified, and those whom he justified he also glorified. What then shall we say to these things? If God is for us, who can be against us?
